Current requirements and legislation for all commercial and retail properties and immediate surrounding exterior areas according to ALL laws, by laws, ordinances, proclamations and regulations:

Legislation, as per the following Acts, is covered:

  • National Building Regulations and Building Standards Act,1977 (Act No.103 of 1977)
  • Environmental Conservation Act, No. 73 of 1989
  • Occupational Health & Safety Act, No. 85 of 1993
  • National Environmental Act, No. 107 of 1989
  • The Hazardous Substances Act, No. 15 of 1973
  • The Atmospheric Pollution Prevention Act, No. 45 of 1965
  • The National Water Act, No. 36 of 1989
  • The Compensation of Occupational injuries and Diseases Act, no. 130 of 1993


We perform the following services as legally required:

  • Tenant Coordination, Installation and Snaggging
    We offer this service as communicator and facilitator between the following parties: 
     -  Developer / Landlord
     -  Leasing Agent
     -  Professional Team
     -  Tenant
    to ensure that the correct information is provided and passed on to the relevant persons concerned and will automatically streamline the procedure.  This will reduce time and cost factors and eliminate unnecessary changes and miscommunication. We ensure the peace of mind of the Developer / Landlord and the Tenants to provide a risk free occupancy and working environment.  This also serves as re-assurance to the Developer / Landlord of minimizing any losses by having all legal documentation requirements covered in the event of insurance claims.
  • Occupational Certificates
    Upon the approval of the Fire & Health Clearance certificates, the Occupational Certificate can be obtained once all the fire rules and regulations are adhered to on the premises.  The time period for this will vary from council to council before the final issuing of the Individual Tenant's Occupational Certificate.
  • Fire and Health Clearance Certificates
    Blue Diamond can assist Tenants to obtain these certificates. (Gauteng area.) 
    We require the following information in this regard:
    -  Final Layout showing all fixtures and fittings with size
    -  A copy of the Title Deed and/or Lease
    -  The full physical addresss and stand numbers
    -  Any other documentation, if needed
    The applications will be forwarded tot the Local Authorities by our Consulting Division.
  • Health and Safety Audits
    A detailed Audit Report will be furnished once the premises has been inspected and audited. The Landlord will receive the original document of the report and a copy wil be handed over to the Tenant.  These documents willl be available in hard copy and electronic format.  We shall also keep a copy on record.
    Blue Diamond offers the service where, once the Audit Report is received, will follow up on the 
    remedial work to ensure all amendments have been completed in accordance with the Health & Safety Act.  We shall also facilitate the implementation of any specialized expertise required for 
    particular equipment that has to be certified prior to use, i.e. elevators, escalators etc.
  • Electrical Certificates of Completion for Buildings  (COC's)
    This certificate must be obtained upon the request of the Landlord.  In the event of no COC's available, we shall arrange for a complete inspection to be done by an electrician for the issuing of the certificates.
